Current domestic violence laws were bought in to catch the really bad guys - those cases where the spouse is too scared to testify or where there are repeat calls to the home. Nowadays we arrest above the initial intention of the new laws but this has however raised awareness of domestic violence instead of advertising and educating people. As we see with Spitzer there are many laws meant for other people which can be used on him.
